La confiscation des biens du clergé est à l’origine de la fondation des bibliothèques publiques en Espagne, en France et en Italie. A partir de cette histoire similaire échelonnée le long du XIXe siècle, nous essaierons de montrer comment s’est jouée l’émergence de la question culturelle, au sein des bibliothèques, dans un balancement entre politiques patrimoniales et politiques éducatives. La délimitation entre politiques éducatives et politique culturelles dans la seconde moitié du XXe siècle, avec la création des ministères de la culture, nous conduira à l’esquisse d’une modélisation des bibliothèques publiques « latines » au sein des politiques culturelles locales.

In Spain, France and Italy alike, the confiscation of ecclesiastical libraries grounded the foundation of public libraries. If we pay attention to this common and complex historical context involving the three countries in the 19th century, we realize that the question in public libraries hinges on keeping a balance between two options: favouring conservation or education. The efforts made towards defining differences between educational and cultural policies in the second half of the 20th century -- culminating in the creation of ministries of culture-- will lead us to try and find out if there is such a thing as a typical pattern for "Latin" public libraries in the context of local cultural policies"
