The transformation of French public utilities which has begun about thirty years ago deeply questions the french conception of public services. The library takes part of these changes. In which part do these transformations emphasize the "crisis" of a French library type ? In the other hand, can't the renewal of the institution benefit from these changes ? Can't the principles and the values which still found the French public services become the basement of a new social and political legitimacy for the library ? This work trys to answer these questions and insists on the necessity for the libarians of appropriating and taking on unambiguous missions.
