À l’heure où le ministère de la Culture semble faire évoluer un de ses paradigmes fondamentaux - la démocratisation culturelle -, comment comprendre l’irruption de la formule « culture pour chacun » ? Innovation sémantique ou signe d’une réorientation stratégique de la politique culturelle ? Une analyse des positions, principaux textes et discours émanant du ministère de la Culture jusqu’à 2011 s’efforcera d’éclairer cette évolution, que les acteurs d’aujourd’hui considèrent tantôt comme un abandon, tantôt comme la prise en compte de nouveaux mo-dèles sociaux et l’expérimentation de nouvelles modalités d’intervention publique en matière culturelle.

By the time the french Ministry of Culture seems to make one of its basic para-digms evolve - cultural democratization -, how to understand the irruption of the expression « culture for each » ? Semantic innovation or sign of a strategic reori-entation of the cultural policy? An analysis of the positions, main texts and speeches coming from the Ministry of Culture until 2011 will try to enlighten this evolution, that current actors consider sometimes as a renunciation, sometimes as the consideration of new social models and the experiment of new modalities of public intervention in cultural field.
