L’histoire de la création de la bibliothèque municipale de Turin, depuis la première proposition posée au conseil communal en 1855 jusqu’à l’inauguration de la structure a été un long chemin caractérisé par plusieurs obstacles d’ordre économique, culturel et social. Le seul élément constant pendant les 17 années suivantes est Giuseppe Pomba, figure assez singulière pour son rôle dans le monde éditorial, industriel et international. La bibliothèque a été inaugurée en 1869, quelques années après la proclamation du Royaume d’Italie en 1861. Mais la ville à cette date ne couvre plus le rôle stratégique de capitale du Royaume : Turin est une ville « décapitalisée » qui doit gérer les conséquences de cet important acte politique avec des questions qui méritent d’être explorées et notamment : la création d’une bibliothèque publique a-telle joué un rôle dans la mission du nouvel état ? Ce travail d’étude vise à analyser toutes les questions à partir du débat du conseil communal qui permet de comprendre la complexité de l’ouverture d’une bibliothèque publique moderne en territoire particulièrement difficile, mais aussi de constater comment une bibliothèque territoriale a contribué au sentiment d’une « nouvelle nationalité ». Cette nouvelle bibliothèque a représenté la première réalisation en Italie d’une bibliothèque publique sur le modèle anglo-saxon de la moitié du XIXe siècle.

The story of the creation of the Municipal Library of Turin, since the first proposal put to the City Council in 1855 until the inauguration of the structure was a long way characterized by several economic, cultural and social obstacles. The only element that has perpetuated is presence during 17 years of Giuseppe Pomba, a singular figure for his role in the publishing, industrial and international world. The Library was inaugurated in 1869, several years after the proclamation of the Kingdom of Italy in 1861. But the city doesn’t cover anymore the strategic role of capital of the Kingdom: Turin is a past-capital city that should manage the consequences of this important political act and some questions deserve to be explored: the creation of a public library did it played a role in the mission of the new state ? This work study aims to analyse all questions starting to the local council debate for understanding the complexity of opening a modern public library in a particularly difficult territory, but also to see how a local library has contributed to the feeling of a "new nationality". This new library represented the first realization in Italy of a public library in the Anglo-Saxon model of the mid-nineteenth century.
