Réinformatiser la bibliothèque municipale... Pourquoi ?

Das Verschwinden von Produkten, der Aufkauf von Lieferanten, die Suche nach Standards in der Datenverarbeitung, die Unzulänglichkeiten alter Systeme und die Internationalisierung der Angebote sind die Triebkräfte für eine massive Neuausstattung. Die Umstellung der Datenverarbeitung vollzieht sich heute zu einem « Informationssystem » und führt zu einer Ausstattung mit mehreren Softwareprodukten, der Rettung der Daten... und dies ohne Unterbrechung der Dienstleistungen! Nach der Aufstellung eines komplexen Pflichtenheftes müssen die Stadtbibliotheken lernen, sich für ein manchmal auch trügerisches Angebot zu entscheiden, das auch kein ideales System ist. Um schließlich das beste aus der Software zu machen, müssen sie diese optimieren. Die Bedeutung der Sache und die damit zusammenhängenden Schwierigkeiten unterstreicht einen wichtigen Faktor für den Erfolg, nämlich sich von Anfang an auf eine gemeinsame Vorgehensweise zu einigen.
- Résumé en anglais : Changing any system is difficult, but that has not discouraged public libraries. 108 establishments have already changed software packages and 200 large libraries are going to « re-computerize » before the year 2000. The disappearance of products, buying back by suppliers, the search for a computing standard, the gaps in old systems and the global spread of supply are the engines of this massive re-equipment. More specifically, « re-computerization » is today inscribed in an approach known as « information systems » and has lead to the implementation of several new software packages, to the reprocessing of data... and all this without any interruption in service ! After the drawing up of a complex schedule, public libraries must learn to choose between tenders that may sometimes mislead and may not offer an ideal system. Finally, they must organize their exploitation of software packages to take better advantage of them. The importance of the stakes and the difficulties underline a key factor for success : the application from the start of an inclusive approach.

Mais cela ne décourage pas les bibliothèques municipales : 108 établissements ont déjà changé de progiciel et 200 grandes bibliothèques vont se réinformatiser d'ici l'an 2000. La disparition de produits, le rachat de fournisseurs, la recherche d'une informatique standard, les lacunes des vieux systèmes et la mondialisation de l'offre sont les moteurs de ce rééquipement massif. Quelles difficultés ces bibliothèques municipales vont-elles rencontrer ? Très spécifique, la réinformatisation s'inscrit aujourd'hui dans une démarche « système d'information ». Elle conduit à la mise en uvre de plusieurs progiciels, à la récupération de données... et ce, sans aucune interruption de service ! Autre difficulté, après la rédaction d'un cahier des charges complexe, les bm doivent apprendre à choisir une offre, parfois trompeuse, et non plus le système idéal. Enfin, pour tirer parti du progiciel, elles doivent mieux organiser l'exploitation. L'importance des enjeux et des difficultés souligne un facteur clé de réussite : s'appuyer dès le départ sur une démarche participative.
