Décentralisation et transfert de compétences

- Résumé en anglais : Transferring the rights of decision to the local public authorities in the field of public librarianship had led to a more realistic approach to the local needs. This is a matter of discussion between the DRAC (regional authorities) and the communities. The State now becomes a partner rather than an authority, thus allowing bilateral funding. A positive result: the implementation of a special concourse process, and the official texts about the State technical control. What has yet to be done : deciding of the staff status and training, of joint goals for interregional cooperation, and a legal text defining the public libraries objectives and the mutual duties involved for each public community.
- Résumé : Le transfert des compétences aux pouvoirs publics en matière de lecture publique a permis une prise en compte plus réaliste des besoins locaux - objet de réflexion entre DRAC et collectivités. Le rôle de l'Etat passe de la tutelle au partenariat, ce qui multiplie les subventions bilatérales. Bilan positif : la mise en place du concours particulier et le texte relatif au contrôle technique de l'Etat. Reste à définir : le statut du personnel et sa formation, des objectifs communs pour une coopération inter-régionale. Une loi qui définirait les missions des bibliothèques publiques et les obligations respectives qu'elles entraînent pour chaque collectivité publique.
