Although the libraries in Czechoslovakia were among the most important in the world, after the Second world War and because of the changes caused by the communist power, their conditions changed notwithstanding the promulgation in 1959 of a law on libraries. This law, which brought together all the libraries in a single system, favoured the development of interlending and of the cooperation. But it was received as being in the service of the totalitarian power. In 1968, after a federal organisation of the State, some differences appeared between Czech and Slovach libraries. The exemple given here is that of Czech public and non public libraries. If, since 1989, a rebirth and a democratisation of the libraries have been noticed, it is nevertheless a fact that a new law is absolutely necessary.

Après avoir eu l'un des plus denses réseaux de bibliothèques du monde entier, la Tchécoslovaquie a vu la situation de ses bibliothèques se dégrader après la Deuxième Guerre mondiale et à la suite des bouleversements occasionnés par le pouvoir communiste et malgré la promulgation, en 1959, d'une loi sur le système unique des bibliothèques. Réunissant toutes les bibliothèques en un système unique, cette loi a favorisé le développement du prêt inter et la coopération entre les bibliothèques, mais fut perçue comme étant au service du pouvoir totalitaire. En 1968, après l'organisation fédérale de l'Etat, des différences apparurent entre les bibliothèquestchèques et slovaques. C'est l'état actuel des bibliothèques tchèques - bibliothèques publiques et non publiques - qui est ici dressé. Si, depuis 1989, on assiste à une renaissance et à une démocratisation des bibliothèques, il n'en reste pas moins qu'une nouvelle loi s'avère indispensable.
