The urban area of Dunkerque is composed of four types of reality : a central library, a network of libraries and annexes, a set of libraries in urban space with central building and annexes, another one « in the country », the service points of the North central library bookmobile. To perfect this network, it would be necessary gathering around common plans, lightening administrative structures, favouring connections with different institutions (including the academic one), imagining new approaches, taking an interest in the neighbouring countries. With a « librarian charter », the user could identify every book space in his environment wherever he is.

L'agglomération de Dunkerque comporte quatre types de réalités : une bibliothèque centrale, un réseau de bibliothèques en espace urbain avec bibliothèques centrales et bibliothèques de quartier, un ensemble de bibliothèques « à la campagne », enfin des points de passage du bibliobus de la bibliothèque centrale du Nord. Pour parfaire le fonctionnement de ce vaste réseau, il faudrait se fédérer autour d'idées-force, alléger les structures administratives, ne négliger aucune liaison possible avec les différents établissements, y compris universitaires, inventer de nouvelles approches, s'intéresser aux pays voisins... L'idéal serait que l'usager dispose d'une « charte des bibliothèques » qui lui permette d'identifier tous les lieux de lecture offerts par son environnement où qu'il se trouve
