Im Niger wie überall sind die Analphabeten von den Bibliotheken ausgeschlossen. Der Autor regt an, daß die letzteren das Überlieferte sammeln, daß sie es zur Animation und zur Unterstützung in Entwicklungsprojekten nutzen und daß sie sich mehr auf das Audiovisuelle stützen, das den Bürgern eher zugänglich ist als das Geschriebene. Nachdem das schwierige sprachliche Problem überwunden worden ist, wird die Bibliothek, die sich zu einem Treffpunkt zweier Kulturen (der schriftlichen und der mündlichen) entwickelt hat, ein wirkliches Werkzeug der Demokratisierung und der Entwicklung werden.
Résumé en anglais :
The illiterate, the overwhelming majority of the population in Niger, as elsewhere, are excluded from libraries. The author suggests that these libraries maintain a collection of traditions which they can use to enliven and support development projects, and which can be backed up with audiovisual material, a medium more accessible to the people than writing. Once the difficult linguistic problem has been surmounted, the library becomes a point of contact for the two cultures (written and oral), and will be a real tool for democratization and development.

Au Niger comme partout, les analphabètes sont exclus des bibliothèques. L'auteur suggère que ces dernières assurent la collecte de la tradition, qu'elles la réutilisent pour l'animation et l'appui aux projets de développement, et qu'elles s'appuient davantage sur l'audiovisuel, plus proche des citoyens que l'écrit. Après avoir surmonté le difficile problème linguistique, la bibliothèque, devenue point de rencontre des deux cultures (écrite et orale), sera un véritable outil de démocratisation et de développement.
