Der Begriff der "Öffentlichkeit" ist eine Bezeichnung mit der es ziemlich schwierig ist umzugehen. Er verweist auf widersprüchliche Annahmen: (a) eine abstrakte, kollektive Einheit die sich auf eine "Gemeinsamkeit" gründet und auf der Ausübung der Vernunft beruht; oder (b) ein kumulatives, heterogenes Phänomen, d. h. ein durch spezialisierte Instanzen gegründetes Publikum; oder auch (c) eine Zielscheibe oder der Motor der Handlung die Veränderungen in Personen, die man zu erreichen versucht, herbeiführen soll. Jedenfalls handelt es sich nicht um ein soziales Kollektiv das sich von selbst definiert. Trotzdem spricht man geläufig von einer öffentlichen Meinung. Aber gibt es überhaupt einen solchen Standpunkt der es einer "Öffentlichkeit" erlaubte eine Ansicht zu formulieren, zumindest was ihre Rolle als "öffentlicher" Ansprechpartner von Einrichtungen betrifft? Dieser Artikel behandelt die Kluft zwischen der Stellung von Mitgliedern einer "Öffentlichkeit" die in persönlichem Kontakt mit den Vertretern von Einrichtungen stehen und der Stellung einer "Öffentlichkeit" als abstrakte, kollektive Einheit mit der die Einrichtung zur "Kommunikation" verpflichtet ist.

The public is a difficult concept to grasp. It exhibits contradictory meanings: a collective abstract entity that is based on a "togetherness" founded on the exercise of reason; a cumulative heterogeneous phenomenon formed into an audience by certain kinds of specialised proceedings; or, another possibility, the driving force of action aimed at modifying something of the individuals that one wishes to reach. In all these cases, it is not a self-defined social collective. However, we constantly speak of the public's point of view. Can we really contemplate a situation in which the public could be thought of as a potential enunciator of a point of view? Or at least as an interlocutor in communication with the institutions of which it is the public? This article describes the division between the status of the members of the public engaged in interpersonal communications with representatives of the institution and the status of the public as a collective abstract entity engaged in a "communication" with the institution.

El público es una noción difícil de manejar. Ella remite a acepciones contradictorias : entidad colectiva abstracta que funda un "en-común" fundado en el ejercicio de la razón, fenómeno cumulativo heterogéneo constituido en audiencia por instancias especializadas, o aún alvo, motor de la acción destinada a modificar alguna cosa de los individuos que se desea alcanzar. En todos estos casos, no es un colectivo social que se definiría por sí mismo. Sin embargo, se habla comunmente del punto de vista del público. ¿ Puede existir tal posición que permitiría pensar al público como enunciador posible de un punto de vista ? ¿ Al menos como interlocutor en comunicaciones con las instituciones de las cuales es el público ? Detallaremos en este artículo la discrepancia entre el estatuto de los miembros del público comprometidos en las comunicaciones interpersonales con representantes de la institución, y el estatuto del público como entidad colectiva abstracta comprometida en una "comunicación" con la institución.

Le public est une notion difficile à manier, qui renvoie à des acceptions contradictoires : entité collective abstraite qui fonde un « en-commun » fondé sur l'exercice de la raison, phénomène cumulatif hétérogène constitué en audience par des instances spécialisées, ou encore cible, moteur de l'action destinée à modifier quelque chose des individus qu'on souhaite toucher. Dans tous ces cas, il n'est pas un collectif social qui se définirait par lui-même. Pourtant, on parle couramment du point de vue du public. Peut-il exister une telle position qui permettrait de penser le public comme énonciateur possible d'un point de vue ? À tout le moins comme interlocuteur dans des communications avec les institutions dont il est le public ? Nous détaillerons dans cet article le clivage entre le statut des membres du public engagés dans des communications interpersonnelles avec des représentants de l'institution, et le statut du public comme entité collective abstraite engagée dans une « communication » avec l'institution.
