- Résumé en allemand : Dieser Artikel beschäftigt sich mit den neuen internationalen Organisationen, die das Sprungbrett der Kooperation zwischen Nationalbibliotheken auf dem Gebiet der digitalen Archivierung sind. Ausgehend von einer Fallstudie, dem 2003 gegründeten internationalen Konsortium zur Internetarchivierung, IIPC, beschreibt er die gegenwärtigen Leistungen und Maßnahmen, um die weltweite Web-Archivierung durch die „Fédération d’initiatives patrimoniales nationales“ sicherzustellen. Die Geschichte des Konsortiums IIPC, unter dem Aspekt der Soziologie der Organisationen betrachtet, bringt eine typische Innovationsdynamik zutage, wo ein ursprünglicher technischer Bedarf schrittweise zum Thema politischer Einsätze wird bevor er (wieder) ein Bibliotheksthema wird. Sie zeigt auch, wie die Programmentwicklung, die Kommunikationsmaßnahmen und die Entwicklung neuer Dokumentationspraktiken zum Gelingen der Innovation beitragen, obwohl möglicherweise Konkurrenzsituationen zwischen den Gemeinschaften der Ingenieure, der Bibliothekare und den Entscheidungsträgern geschaffen werden.
- Résumé en anglais : The article focuses on the new international organisations in the field of digital preservation, fostering co-operation between national libraries. It begins with a case study of the IIPC, founded in 2003, describing the methods used to create an archive of material from the world-wide web by bringing together initiatives launched at the national level. The author draws on the sociology of organisations to study the history of the IIPC, which reveals a typical dynamic of innovation, in which an initially purely technological need gradually takes on a political dimension before becoming (or returning to) an issue for library science. The article also demonstrates how the development of software, communication strategies, and the invention of new document management practices have made a success of this innovation, while creating potential for conflict between software engineers, librarians, and policy-makers.
- Résumé en espagnol : Este artículo se interesa a las nuevas organizaciones internacionales que, en el ámbito de la preservación digital, son los trampolines de la cooperación entre bibliotecas nacionales. A partir de un estudio de caso, el consorcio internacional para la preservación de la internet, IIPC, fundado en 2003, describe las fuerzas y dispositivos en presencia para asegurar el archivamiento de la web mundial por la federación de iniciativas patrimoniales nacionales. La historia del consorcio IIPC, enfocada bajo el ángulo de la sociología de las organizaciones, revela una dinámica típica de la innovación donde una necesidad inicialmente técnica se vuelve progresivamente el reto de movilizaciones políticas antes de volver a devenir un tema biblioteconómico. Esta muestra igualmente cómo el desarrollo de los programas, las acciones de comunicación y la invención creando al mismo tiempo potencialmente situaciones de competencia entre las comunidades de ingenieros, de bibliotecarios y de responsables.
- Résumé : Cet article s’intéresse aux nouvelles organisations internationales qui, dans le domaine de la préservation numérique, sont les tremplins de la coopération entre bibliothèques nationales. À partir d’une étude de cas, le consortium international pour la préservation de l’internet, IIPC, fondé en 2003, il décrit les forces et dispositifs en présence pour assurer l’archivage du web mondial par la fédération d’initiatives patrimoniales nationales. L’histoire du consortium IIPC, approchée sous l’angle de la sociologie des organisations, révèle une dynamique typique de l’innovation où un besoin initialement technique devient progressivement l’enjeu de mobilisations politiques avant de (re)devenir un sujet bibliothéconomique. Elle montre également comment le développement logiciel, les actions de communication et l’invention de nouvelles pratiques documentaires contribuent à la réussite de l’innovation tout en créant potentiellement des situations de concurrence entre les communautés d’ingénieurs, de bibliothécaires et de décideurs.
