Following a long period of mistrust in which people were advised against reading as a way of keeping them socially and politically docile, there came a change of paradigm in the 1960s when reading became a path to emancipation and then a kind of cultural imperative: reading was now a democratic duty! What role did – and do – public policy and libraries play in opening access to reading to all sectors of society in a field where technology is constantly changing?

Après des années de méfiance au cours desquelles la lecture n’était pas conseillée pour le peuple dont on attendait surtout une docilité sociale et politique, le paradigme s’est inversé dans les années 60 dans une perspective émancipatrice, puis dans une sorte d’impératif de culture : voilà qu’il faut lire à tout prix ! Quel rôle les politiques publiques et les bibliothèques ont-elles joué et jouent-elles désormais dans l’accès réel du plus grand nombre à la lecture, dans un contexte technologique en pleine mutation ?
