On sait que les statistiques concernant les bibliothèques sont publiées chaque année par l'Unesco dans son Annuaire statistique. Mais pour l'instant aucune norme internationale ne précise ce qu'est une bibliothèque, dans quelles catégories les ranger, comment décompter les usagers, les accroissements, etc. Ce sont là les questions dont la solution est à l'étude sur le plan international.
Ce petit livre donne, en anglais et en français, les documents des deux conférences qui ont étudié la normalisation internationale de ces statistiques, et préparé les recommandations qui seront, on l'espère, votées par l'Assemblée générale de l'Unesco en 1970. Ce sont la conférence qui s'est tenue à Paris, à la Direction des bibliothèques, en octobre 1967, et la conférence qui l'avait précédée à La Haye en mai 1966.
Les travaux de ces deux conférences sont déjà utilisés par l'Unesco depuis 1966, à titre expérimental, pour recueillir les données concernant les bibliothèques. C'est dire tout l'intérêt de cet ensemble de documents.
